Purpose
|
The City of Suffolk is seeking proposals from qualified offerors for the design, manufacture, delivery, and warranty of two (2) custom built ???Strike Team??? vehicles to be used by a select team of individuals during emergency situations and inclement weather events. The purpose of these vehicles is to ensure the continuance of operations by Fire, Police, Public Works, and City Administration by providing road repairs, debris removal, flood control, and other tasks related to roadways safety, as well as ensure the safety of all responders.
Specifications provided are minimum and cover only the general requirements as to the type of construction to which the vehicle shall conform, together with certain details as to the equipment with which the successful offeror should meet. Minor details of construction and materials, which are not otherwise specified, are left to the discretion of the contractor, who shall be solely responsible for the design and construction of all features.
The vehicles are being procured through competitive negotiations in accordance with the Virginia Public Procurement Act.

The City of Suffolk is vulnerable to a variety of environmental events that may jeopardize the continuity of City operations. In recent years the region has experienced states of emergency caused by hurricanes, tornadoes, earthquakes, and severe winter storms. With primary evacuation routes for the entire Southside Hampton Roads and Northeastern North Carolina passing through Suffolk, it is recognized that preparedness is the foundation for ensuring the safety and wellbeing of citizens, travelers, and employees.
The City???s Department of Public Works, in conjunction with Emergency Management, Risk Management, Suffolk Fire and Rescue, and the Suffolk Police Department will train and equip a select group of full time employees (Strike Teams) to provide these services.
Strike Team vehicles specified herein will be manned by this select team of individuals.
