The intent of this Request for Quotation is to hire one contractor to furnish all labor, equipment, materials, transportation, permits and fees necessary to remove, load, haul, and dispose of non-toxic alum sludge from the lagoon located at the G. Robert House Water Treatment Facility, 100 Bob House Parkway, Suffolk, Virginia, for disposal at the Southeastern Public Service Authority (SPSA) Regional Landfill. Work shall be in accordance with all specifications, terms and conditions herein.
The lagoon is approximately 137' x 143' with a 15-foot (15') gradual slope to the bottom; the sludge accumulation is approximately three feet (3') in depth. Approximately 2,000 cubic yards of sludge material is to be removed. Truck access may be limited by soil conditions and concurrent construction. The sludge has been approved for acceptance by SPSA. The lagoon is to be cleared and readied for return to use by the City as soon as possible. Hauling of material may proceed immediately. The Contractor shall exercise due diligence in hauling sludge materials as soon as conditions for removal are favorable. Before the disposal begins, the Contractor shall supply the City with truck numbers that will be used to deliver materials to SPSA. Trucks must be registered by number and capacity with the City to receive payment; the City shall provide truck numbers to SPSA. The City shall make arrangements with the Landfill for materials to be dumped at no charge to the Contractor. The Contractor shall account for material hauled, including the number of loads and volume by truck capacity. Load tickets shall have verifying signature(s) by SPSA personnel, a copy of which shall be provided to the City. Failure to use registered trucks may result in non-payment.
