The intent of this Invitation for Bid and resulting contract is to obtain competitive bids from qualified contractors to provide turnkey upfitting services for marked police vehicles for the City???s Fleet Management Division. The contractor will be required to furnish all labor, supervision, equipment, materials, supplies, etc. required to provide pickup of vehicles, installation of equipment, factory prep, pre-delivery inspection, and return delivery of vehicles to the City???s Division of Fleet Management, 120 Forest Glen Drive, Suffolk, Virginia 23434. The City currently has twenty-eight (28) new 2013 Ford Sedan marked Police Interceptors that will be upfitted immediately for use by the Police Department. It is also the City???s intent to establish a term contract to upfit future police vehicles based on the unit prices quoted in the BID FORM. The contract will be an indefinite quantity contract to be used on an as needed basis. Work and materials shall be in accordance with all specifications, terms, conditions herein.
4.1 General Specifications A. The contractor will be required to provide all services related to upfitting police vehicles. Services shall include, but are not limited to, installation of lighting, antennae, computer mounts, consoles, prisoner partitions, and vehicle graphics. B. Upon request, the contractor will be required to pick up police vehicles from the City???s Fleet Management facility located at 120 Forest Glen Drive, Suffolk, Virginia 23434 and deliver them to the contractor???s business for the requested services. Pick up of vehicles shall be within forty-eight (48) hours of request. The contractor shall have the capability to upfit at least two (2) vehicles per day and provide a maximum ten (10) business days turn-around time on any unit delivered for upfitting. Once the vehicles have been upfitted and satisfactorily inspected, fully equipped vehicles shall be returned to the City???s Fleet Management facility. C. All materials furnished under this contract shall be new and of first quality. The intended use of the vehicles is for severe law enforcement, and the quality of the wire, supplies, and installation shall be of the highest quality. D. Any changes to the equipment specified herein shall require the written approval of the City???s Fleet and Equipment Services Manager, or the vehicle shall not be accepted.
