Payment for Bid Document: Bid Documents shall be obtained from the office of Clark Nexsen, 6160 Kempsville Circle 200A, Norfolk, VA 23502 (757) 455-5800, and will only be issued as complete sets, for a non-refundable fee of $75.00 per set. Payment will be accepted in the form of cash or check made payable to ???TREASURER, CITY OF SUFFOLK??? only. Credit cards will not be accepted, nor will separate invoices be issued. Firms requesting direct delivery of Bid Documents shall include separate payment for a non-refundable handling fee of $25.00 per set, made payable to ???Clark Nexsen???, and by providing a Federal Express or UPS Account Number. Delivery service shall be at the requesting firm's expense. Bid Documents may also be obtained in electronic .pdf format, free of charge, through direct electronic transfer. Requests for bid documents in electronic format may be made by submitting an e-mail request to jparkinson@clarknexsen.com. Firms requesting electronic format bid documents must provide a contact name, name of firm they represent with mailing address, and an e-mail address for receipt of electronic files. Firms requesting electronic transfer will receive an e-mail link for direct download from Clark Nexsen???s Newforma Project Center. Questions concerning this project must be in writing and addressed to the Contract Officer stated herein; and, must be received no later than five (5) business days preceding the date that the bids are accepted.
Purpose
SCOPE OF WORK ??? Provide a 10-ft wide paved multi-use trail with 2-ft wide gravel shoulders and two trail heads. The project is described as Segment 4 (the Village of Driver to the Chesapeake City line) of the Suffolk Seaboard Coastline Trail Master Plan dated August 2006. The 3.3 mile trail alignment will be contained within the existing varying to 100-ft wide City property along the abandoned Seaboard Coastline rail corridor. The project will be developed as a two phase project, Base Bid and a Bid Alternate. The Base Bid is defined as the proposed parking lot at the Village of Driver beginning at approximate Station 10+00 and the 10-ft wide paved multi-use trail ending at Shoulders Hill Road approximate Station 133+33. The Bid Alternate is described as the Cross Walk at Shoulders Hill Road beginning at approximate Station 133+33, and the 10-ft wide paved multi-use trail and proposed parking lot at City Line with Suffolk and Chesapeake. The bid alternate ends at approximate Station 198+37. This is a federally funded project and is subject to all related policies and procedures. All construction methods and materials shall conform to the current edition (including revisions and amendments) of the 2007 VDOT Road and Bridge Specifications, 2008 VDOT Road and Bridge Standards, 2009 Manual for Uniform Traffic Control Devices, and 2011 Virginia Work Area Protection Manual.
Notes
Pre-Bid Conference is MANDATORY. Only those bidders attending the Pre-Bid Conference will be allowed to bid on the project.
