The intent is to obtain the services of a licensed, qualified contractor to provide employment-related drug and alcohol collection, testing and a Medical Review Officer (MRO) services for City employees. Drug and Alcohol testing services will include pre-employment, reasonable suspicion, random, post-accident, return to duty and follow-up testing. MRO services are to follow the controlled substances testing program established under Title 49 CFR Part 40 and Title 49 CFR Parts 382 and other related regulations.
The contract shall cover the period beginning upon execution of signed contract and continuing through December 31, 2020. The City shall have the exclusive right to renew for four (4) additional one year terms ending December 31, 2024. Unless notified in writing thirty (30) days prior to the expiration date, the contract will automatically renew. Rates are guaranteed to remain unchanged for initial term. Any increase in rates for subsequent terms must be submitted in writing no less than sixty (60) days prior to renewal. The City must approve all rate requests. The City does not guarantee approval of any rate increase.
