In compliance with Section 15.2-2230 of the Code of Virginia, at least once every five (5) years, the Comprehensive Plan shall be reviewed by the local Planning Commission to determine whether it is advisable to amend the plan. In that regard the City of Suffolk, Virginia is requesting sealed proposals from qualified individuals and firms to provide consulting services for the Review and Update of the 2035 Comprehensive Plan for Future Land Use and Development as generally detailed in the attached proposed Scope of Services. The City of Suffolk???s 2035 Comprehensive Plan was adopted on April 1, 2015. Specific emphasis in the review should focus on the City???s strategic interest including: smart growth; quality of life; education; economic development; transportation; public utilities; public safety; housing; tourism; downtown, neighborhood and village revitalization; protection of natural and historical resources and environmentally sensitive areas; and fiscal analysis and impact. In general, the scope of work should include the review and update of general background and existing conditions data and information; the review, modification and expansion of current plan elements; the preparation of new plan elements, and the preparation of appropriate strategies implementing the completed plan and elements contained therein. Current plan elements include: Planning Principles, Values and Themes; Land Use and Growth Management; Place Types; Transportation; Municipal Facilities and Services; Housing; Natural and Cultural Resources; and Fiscal Impacts of the Plan. Qualified firms will have a thorough understanding and comprehension of current and innovative planning practice, community survey techniques, public participation strategies, fiscal impact testing and evaluation, and legislative authority specific to the Commonwealth of Virginia pertaining to planning, development and land use controls, per the Code of Virginia.
